Cross Border Electricity Trade: Current Scenario and Future Possibilities for Nepal

Abstract—The cross-border electricity trade (CBET) opens an opportunity to integrate the power line with neighboring countries to meet the region’s demand and supply. The existing power trading between Bhutan, Bangladesh, India, and Nepal (BBIN) has demonstrated the enormous future possibilities due to the diversifying nature of power resources in this region. This study focuses on the possibility of utilizing CBET in the generation mix, Nepal’s potential for power trade, current scenarios, and future possibilities in South-Asia region, BIMSTEC, and especially BBIN region. In a single year 2078 BS (mid-April 2021 – mid-April 2022), 710 MW electricity was added in national grid to become an energy surplus country during the wet season and expected to export power during all the seasons from 2026. Therefore, there is a need for quantitative analysis of the surplus energy mix that can be traded in the BBIN region. A robust mathematical model is developed to estimate the excess energy mix and trading potential up to the year 2040. Similarly, study of existing and possible extension of transmission line interconnection is conducted for CBET. The financial and legal challenges towards cross-border trading between Nepal-India, Nepal-China is discussed and some recommendation is proposed.
